Serious trouble is brewing in Brighton California. The Mayor has been murdered, the Chief of Police has resigned, and corruption in the LAPD is running rampant.
The City’s Administrator and friend of ex-police officer Joe Copp hires him to get to the bottom of the municipal mess. Copp quickly finds himself skating on thin ice as his investigation uncovers a trail of corpses, a sex and drug racket and a SWAT hit list with his name on it.
